Deputy Town Clerk

Exmouth is Devon’s largest non-unitary town, with a population of more than 35,000. The town and its
surroundings have extraordinary environmental importance and feature various statutory protections.

In common with many coastal towns, there is a constant need to maintain economic and social balance between age groups, and between long-time residents and those moving to the town for its many attractions.

The Town Council is a democratically elected body of 25 Councillors, supported by a team of 13 staff, and has a key role in promoting the town, facilitating town maintenance and events and providing community leadership.

We are seeking a person with the skills, qualifications, experience, political awareness and ability to support the Town Clerk at both the strategic and operational levels necessary to continue to take Exmouth forward.

The successful candidate will preferably have local government experience and be CiLCA qualified or be willing to undertake study for this qualification.

Interviews will be conducted on Thursday 19th and/or Friday 20th March where, if you are shortlisted, you will be asked to give a short presentation.

Key Responsibilities


Main duties and responsibilities:

• To help the Town Clerk in ensuring that the statutory and other provisions affecting the running of the Council are observed and deputise for the Town Clerk as required.
• To help the Town Clerk’s roles as principal advisor to the Council through attendance at Council, Committee and Sub-committee meetings as required.
• To be responsible for such committees and working groups as instructed, including the preparation of agendas and supporting papers, attendance at meetings, drafting of minutes and actions arising.
• To attend meetings of such other bodies, organisations and groups as may be reasonably required.
• To share responsibilities with the Town Clerk as duty manager of the Town Hall.
• To line manage the Council’s Town Maintenance Team and Reception Team and to liaise with the town maintenance team leader to agree day to day work schedule and commitments.
• To assist as required and in some cases, take responsibility for the organisation of events.
• To prepare press releases and other publicity briefings about the activities or decisions of the Council.
• To assist with the Council’s social media presence on various platforms.
• To assist the Town Clerk in ensuring that the Council’s responsibilities as employer are met.
• To prepare grant applications and project management.
• To carry out other duties as relevant to the post as required.
• To undertake personal and professional development relevant to the post.
• To work towards the achievement of the status of qualified clerk e.g. CiLCA, if not already achieved.
• To attend events and conferences of relevant bodies as a representative of the Council, as required.
