Client Financial Services – Income & Debt Management Team

Are you ready to play a pivotal role in transforming how Devon County Council manages, prevents, and resolves Adult Social Care debt? We are seeking a positive, driven and dynamic Income & Assessment Senior Officer to support and strengthen the Client Financial Services Team. 

This is an exciting opportunity to make a real impact, improving outcomes for vulnerable adults, supporting colleagues, and helping to secure financial sustainability for the Council.

About the Role

Client Financial Services provides the charging assessment and billing service for adults accessing social care across Devon County Council. Generating over £80 million annually through financial assessments, income collection and debt management, the service is essential to supporting Adult Social Care and the wider Finance & Public Value Directorate.

As a Senior Income & Assessment Officer, you will:

  • Line manage, support and guide a group of staff supporting effective first point of contact for our service.
  • Monitor staff performance against targets and assist where necessary in the production of monthly statistics and performance information.
  • Undertake supervision and appraisal of team members, to include all aspects of performance management, Principles & Behaviours, training and development.
  • Maintain an awareness of financial regulations, codes of practice and other regulatory requirements or guidance.
  • Ensure the application of consistent systems, process and procedures across teams and team members
  • Be responsible for workload planning for the team and team members, in accordance with targets established by the Income & Assessment Manager.
  • To deputise for the Deputy Income & Assessment Manager as and when necessary.

 

About You

We are looking for someone who:

  • Has strong interpersonal skills with the ability to motivate and support teams during service change and improvement
  • Has experience working in a target driven financial environment
  • Possesses excellent communication skills, including confidence using Microsoft Teams and phone-based communication
  • Brings strong attention to detail, numeracy and literacy, with a proactive, customer focused‑ mindset
  • Can work independently while contributing to a supportive and collaborative team culture

You will be motivated by improving processes, solving problems and making a meaningful difference for clients.

What You’ll Support

  • Overseeing first line of contact to the service delivered through a team of staff, delivering help and advice to individuals receiving adult social care services and their representatives.
  • Monitoring of key administrative activities which help to ensure the prompt and accurate billing and collection of social care charges.
  • Overseeing financial assessment and benefit entitlement activity and monitor that all relevant tasks are carried out within strict deadlines to include regular reviews.
  • Resolving financial assessment and benefit entitlement cases which require high degree of expertise and autonomy. 
  • Overseeing banking activity (including direct debits) and monitoring that all relevant tasks are carried out within strict deadlines.
  • Resolving income collection / debt management cases which require high degree of expertise and autonomy
  • Monitoring and escalating where appropriate serious arrears cases, including cases referred to the County Solicitors office.
