Local Government Reorganisation (LGR) represents one of the most significant changes to local government in Devon for a generation. As part of this major transformation programme, Devon County Council is preparing its finance systems, processes and technology landscape to support future organisational arrangements and ways of working.
 
We are looking for an experienced and forward-thinking Lead Financial Systems Support Analyst to play a pivotal role in this journey.

What you’ll be doing

Working within our Financial Information Systems Team, you will help lead the development, improvement and transformation of the systems that support critical financial processes across the Council. This is a unique opportunity to contribute to a high-profile programme that will influence how financial services are delivered across Devon for years to come.
 
As the Council’s lead specialist for financial systems and business process improvement, you will work across Finance, ICT, suppliers and service areas to deliver complex system developments, integrations, data improvements and transformation initiatives. You will analyse business requirements, design effective solutions, lead stakeholder engagement and help ensure our financial systems remain robust, compliant and ready to support the challenges and opportunities presented by LGR.

What we’re looking for

This role would suit someone who enjoys solving complex problems, leading change and working at the intersection of finance, technology and organisational transformation.

We are looking for someone who:

• Has significant experience supporting, developing or administering complex corporate information systems.
• Has successfully delivered systems implementations, upgrades or business change programmes.
• Can translate complex business requirements into practical and effective systems solutions.
• Has strong analytical, problem-solving and stakeholder management skills.
• Is confident influencing senior managers and working collaboratively across multiple teams.
• Has experience of enterprise-scale business systems and understands how technology can enable organisational change.
• Thrives in a fast-paced environment where innovation, continuous improvement and transformation are valued.

The role is based at County Hall, Exeter, with hybrid working arrangements. Team members are expected to work from the office approximately three days per week.
