Join one of the largest and most complex payroll operations in Devon, where the work you do helps ensure thousands of people are paid accurately and on time. You will develop specialist expertise, work with experienced colleagues and build a strong foundation for a rewarding career in payroll.
We are looking for self-driven, flexible and highly organised individuals to join our Payroll Service at an important point in Devon County Council’s development. Alongside delivering a high-volume frontline service, you will contribute to work connected with Local Government Reorganisation (LGR) and wider organisational transformation.
The current LGR programme provides a rare opportunity to gain experience of large-scale organisational change whilst developing your payroll career. You will work on activities linked to transformation and service redesign, gaining valuable transferable skills in systems, data, process improvement and stakeholder management that will support your future career development.

Our ideal candidates will be analytical, methodical and detail-focused, with strong interpersonal skills and the ability to work confidently to tight deadlines. Previous experience in payroll is essential, and knowledge of HMRC legislation would be beneficial. Full training will be provided to help you build expertise in legislation, complex calculations, payroll systems, data accuracy, customer service and problem-solving.
These specialist skills are highly transferable across payroll, HR, finance, systems and shared-service environments, giving you a strong platform for future career development.
Our busy and friendly Payroll Service manages every stage of payroll administration across a large and varied organisation. You will experience the scale, pace and complexity of local government payroll while working with colleagues across HR, finance, pensions and operational services.
Key Responsibilities
- Accurately input payroll data into the DCC Payroll and HR Management System (iTrent) within required timescales
- Calculate emergency payments and undertake complex payroll calculations, including third-party accident claims, overpayments, sickness and family leave, and annual leave
- Maintain up-to-date knowledge of statutory and organisational changes, interpreting payroll legislation to ensure compliance and accuracy
- Respond to enquiries via phone, email, and written correspondence on matters including National Insurance, pensions, income tax, salaries, annual leave, and sickness calculations
- Run multiple payrolls and ensure all associated processes (including Full Payment Submission and BACS) are completed within strict deadlines
